The Flexible Housing Pool Early Impact Evaluation Study

The Flexible Housing Pool of Chicago and Cook County (FHP) is a multi-agency program administered by CHH that helps people experiencing homelessness who cycle through public crisis systems find permanent housing. The FHP is different from traditional housing programs, as it focuses on reducing costs to the health care sector while improving individual health outcomes.

An evaluation of outcomes from the FHP from 2019 to 2021 was conducted by the Collaborative Research Unit at Cook County Health using a matched control group, with generous support from the J.B. and M.K. Pritzker Family Foundation and the Blue Cross Blue Shield of Illinois Foundation.

The study found program participants experienced 37% reduced mortality, 33% fewer hospital stays, and 22% fewer jail registrations as compared to people experiencing homelessness overall.
The study also found that in two years, the program was responsible for $1.4 million in savings to taxpayers by reducing strain on crisis systems.
